It's not a scam. McDonalds as a major corporation is under intense scrutiny from the FTC for any sort of competition they run
But to be legal, they only have to produce 1 winning piece that will get you that $1 million. The reality is, less than 5% of McDonalds customers play the game so there is a 95% chance that winning ticket was thrown away without the person knowing whether or not it was a winner or not. I don't play Monopoly, neither does anyone else I know, and I've thrown away tons of those pieces - it could have been me who threw out those winning piecesDoes anybody know if anyone has actually won the McDonalds Monopoly Game?
I have not personally won it, but yes they must legally have the token in existence, otherwise it is fraud and they can be sued. However as stated above, many people simply throw away these tokens.

Of course it's a scam. The odds of winning are like 1 in 500 million. That's a lot higher than winning a state lottery
