A part of me thinks they send one set of Boardwalk etc., to one side of the country, and the last pieces to the other side of the country.

I'm sure plenty of the "hard to find" property's may end up in dumpster, lots of people simply throw the tickets out without peeling them off the drinks etc.,
They are not legally obligated to award any prizes at all. How many times do you think they have actually given away a million dollars? I'm betting never.
