How does the McDonalds Monopoly game work?

I mean, do they just make a couple of the winning pieces? Or do they strategically deploy choice pieces in different parts of the country?

Someone's got to know this...How does the McDonalds Monopoly game work?
So, the general consensus amongst my grad students and myself is that McDonald's is not required to give out the prizes. So, they distribute the winning pieces in places where people are more likely to throw the pieces away without checking them (like NY or LA), as opposed to smaller towns where everyone will be checking their game pieces with scrutiny. And of course, they know where they are distributing them, because if one town gets 3 winning pieces, people might think it's fraud. So, it's obviously not random.

There has been some shady dealing in the past:

But, I think people win the smaller prizes. It's weird how, even now after the scandal, you still never hear of anyone winning the really big prizes. You'd think if people were winning the million dollars, McDonald's would sing it from the mountain tops in order to dispel the past misconduct....How does the McDonalds Monopoly game work?
NO WINS IT ITS A SCAM
